     41.53 Administration and rules. 


    Subdivision 1.   Commissioner's powers.  The family farm 
 security program shall be administered by the commissioner. 


    Subd. 2.    Rules.  The commissioner may adopt rules 
 necessary for the efficient administration of sections 41.51 to 
 41.57; 41.58, subdivisions 1 and 2; 41.59, subdivision 1; and 
 41.61.  


    Subd. 3.   Report.  On or before January 1 of each year 
 the commissioner shall submit a report to the legislature, as 
 provided in section 3.195, concerning the actions of the 
 commissioner and the status of loans granted.
