     116C.32 Rules; cooperation. 


    The commissioner shall as soon as practicable adopt rules, 
 not inconsistent with rules of procedure established by the 
 Office of Administrative Hearings, to implement the provisions 
 of sections 116C.22 to 116C.34, including master application 
 procedures, notice procedures, and public hearing procedures and 
 costs.
