Section 23 Citizens establishing and maintaining lines

Section 23. Selectmen may authorize citizens of the commonwealth to establish and maintain, in their town, poles, wires and other apparatus for telegraphic and telephonic communication, in conformity with this chapter and other laws applicable to telegraph or telephone companies.
