Section 15A. Every child, which the commissioner of public health, by rule or regulation, may determine is susceptible to the disease known as sickle cell trait or sickle cell anemia, shall be required to have a blood test to determine whether or not he has such disease before being admitted to a public school, or in the first year of attendance in a public school. Such rule or regulation shall include provisions for the preparation and distribution of educational materials relating to sickle cell trait and sickle cell anemia.
