Section 9. To meet the expenses incurred under section seven in any case where the general court fails to make an appropriation to carry out the construction, alteration, repair or development asked for, reasonable amounts in compensation for such preliminary studies, specifications and estimates not exceeding one per cent of the estimated cost of the work may be expended; provided the general court makes an appropriation therefor.
