Section 61. There shall be a board of registration of radio and television technicians, in this section and in sections sixty-two and sixty-three called the board, consisting of seven persons, residents of the commonwealth, five of whom shall have been actively engaged in the business of repair, maintenance and servicing of radio and television receivers as a full time occupation in the commonwealth for the five years next preceding their appointments, and, except in cases of members originally appointed to the board, shall be licensed radio and television technicians. One person shall be a representative of the public, subject to the provisions of section nine B. The members of said board shall be appointed by the governor for a term of three years. Upon the expiration of the term of a member thereof, his successor shall be appointed in like manner for a term of three years.
