Section 36. Postage for committees of the general court shall be provided by the sergeant-at-arms, who shall be reimbursed therefor. The printing, binding and procuring of stationery for the use of the senate and house of representatives shall be under the direction of the clerk of each branch, respectively, and shall be approved by him.
