§ 16-802. Purpose; construction

- (a) Purpose. -- The purpose of this subtitle is to implement the federal Commercial Motor Vehicle Safety Act of 1986 (Title XII of Public Law 99-570) and reduce or prevent heavy and commercial motor vehicle accidents, fatalities, and injuries by:
- (1) Disqualifying drivers for certain criminal offenses and serious traffic violations; and
- (2) Strengthening licensing and testing standards.
- (b) Construction -- In general. -- This subtitle is a remedial law and shall be liberally construed to promote the public health, safety, and welfare.
- (c) Construction -- Subtitle prevalent. -- To the extent that this subtitle conflicts with other subtitles of this title, this subtitle prevails.
- (d) Construction -- Maryland Vehicle Law prevalent. -- Where this subtitle is silent, the provisions of the Maryland Vehicle Law apply.
