Section 16-802 - Purpose; construction.

§ 16-802. Purpose; construction.
 

(a)  Purpose.- The purpose of this subtitle is to implement the federal Commercial Motor Vehicle Safety Act of 1986 (Title XII of Public Law 99-570) and reduce or prevent heavy and commercial motor vehicle accidents, fatalities, and injuries by: 

(1) Disqualifying drivers for certain criminal offenses and serious traffic violations; and 

(2) Strengthening licensing and testing standards. 

(b)  Construction - In general.- This subtitle is a remedial law and shall be liberally construed to promote the public health, safety, and welfare. 

(c)  Construction - Subtitle prevalent.- To the extent that this subtitle conflicts with other subtitles of this title, this subtitle prevails. 

(d)  Construction - Maryland Vehicle Law prevalent.- Where this subtitle is silent, the provisions of the Maryland Vehicle Law apply.
