      This subtitle applies to an employee of the Department of Budget and Management, the Department of Legislative Services, or the Department of Juvenile Services who is in:

            (1)      the skilled service or professional service of the State Personnel Management System; or

            (2)      a position in the Legislative Branch of State government that is comparable to a position in the skilled service or professional service of the State Personnel Management System.
