Maryland State Government Section 9-407

      In addition to any powers set forth elsewhere, the Commission:

            (1)      may accept money from a private or public agency for use in carrying out the powers and duties of the Commission; and

            (2)      for that purpose, may give the money to a private or public agency or otherwise spend the money.
