Maryland State Government Section 8-409

      On or before December 14 of the year before the evaluation date of a governmental activity or unit, the evaluation committee shall hold a public hearing to receive, from the unit under evaluation or responsible for the governmental activity under evaluation and the public, testimony as to the evaluation report.
