Maryland State Government Section 10-114

      (a)      After adopting a regulation, a unit shall submit to the Administrator a notice of adoption, for publication in the Register.

      (b)      (1)      Except as provided in paragraph (2) or paragraph (3) of this subsection, a notice under this section shall:

                  (i)      contain the full text of the regulation; and

                  (ii)      show each change in the text with the symbols that the Administrator requires.

            (2)      If the text of the adopted regulation is the same or substantially similar to the proposed regulation, the notice shall:

                  (i)      state that the texts are the same or substantially similar;

                  (ii)      cite the date of the Register in which the proposed regulation was published; and

                  (iii)      show each change in the text with the symbols that the Administrator requires.

            (3)      With the approval of the Committee, the notice may contain a synopsis of the regulation if, within 90 days after the synopsis is published, the full text will be published in the permanent supplements to the Code of Maryland Regulations.
