Maryland Health Occupations Section 17-3A-10

      (a)      Unless the Board agrees to accept the surrender of a license, a licensed clinical alcohol and drug counselor, a licensed clinical marriage and family therapist, or a licensed clinical professional counselor may not surrender the license nor may the license lapse by operation of law while the licensee is under investigation or while charges are pending against the license holder.

      (b)      The Board may set conditions on its agreement with the licensed clinical alcohol and drug counselor, licensed clinical marriage and family therapist, or licensed clinical professional counselor under investigation or against whom charges are pending to accept surrender of the license.
