Maryland Health - General Section 10-203

      (a)      The Director exercises the powers, duties, and responsibilities of office subject to the authority of the Secretary.

      (b)      The Director shall report to the Assistant Secretary for Mental Health, Mental Retardation, Addictions, and Developmental Disabilities.
