§ 13-721.

      (a)      The Authority shall periodically meet and consult with the members of the Special Advisory Commission on Professional Sports and the Economy concerning issues relating to the economic, fiscal, and social effects of professional football and major league professional baseball in Maryland, and shall work with the Commission to encourage the retention and expansion of professional football and major league professional baseball in Maryland.

      (b)      (1)      (i)      Subject to paragraph (2) of this subsection, upon the termination of professional major league baseball and professional football games at Memorial Stadium in Baltimore City, the Authority may enter into agreements with Baltimore City to provide for the continued use of the Memorial Stadium facility, generally for baseball and football games, and may maintain the Memorial Stadium facility.

                  (ii)      Such agreements as provided for in this section may provide for the ownership and management of the Memorial Stadium facility by the Authority.

                  (iii)      Contingent upon the entrance into such agreements by the Authority concerning the Memorial Stadium facility, the Authority may provide for the continued use of Memorial Stadium as is considered economically feasible by the Board of Public Works.

                  (iv)      If such use is deemed to no longer be economically feasible by the Board of Public Works, upon consulting with the Baltimore City Department of Planning, the Baltimore Development Corporation, the Northeast Community Organization, the Coldstream Homestead Montebello Community Corporation, the Waverly Improvement Association, the Better Waverly Community Organization, the Greater Homewood Community Corporation, the Ednor Gardens-Lakeside Civic Association, and community groups representing the neighborhoods adjacent to Memorial Stadium, the Authority may prepare, present, and fund a plan for the reclamation of the Memorial Stadium site which shall be consistent with the local laws of Baltimore City.

            (2)      (i)      During the construction of a professional football stadium at Camden Yards, if National Football League games are played at Memorial Stadium, an event other than exhibition, preseason, regular season, or playoff National Football League games or other sporting events may be held at Memorial Stadium only if the Mayor of Baltimore City approves the event, after consultation with the Memorial Stadium Redevelopment Task Force Interim Use Committee.

                  (ii)      A community organization may sponsor an activity in a parking area located at Memorial Stadium only if:

                        1.      The activity has been approved by the Mayor of Baltimore City and the Maryland Stadium Authority;

                        2.      The activity does not in any way interfere with or impede the availability of parking or traffic flow associated with a National Football League game being played at Memorial Stadium or other event scheduled by the Maryland Stadium Authority; and

                        3.      The community organization sponsoring the event is responsible for all costs associated with the event.

      (c)      The provisions of subsections (a) and (b) of this section may not preclude the Authority from considering the full range of alternatives in selecting a site for a major sports facility in the Baltimore area, including the construction of a new facility and the rehabilitation of the Memorial Stadium facility.

      (d)      In the annual report required under § 13-719 of this subtitle, the Authority shall include information on:

            (3)      Plans and goals for events and activities at Memorial Stadium during the coming year; and

            (4)      The Authority's recommendations, if any, for the reclamation of the Memorial Stadium site.
