Maryland Department of Aging Section 20A

      Notwithstanding any other provision of law and subject to the provisions of § 21 of this article, a delinquency proceeding with respect to a continuing care provider is the exclusive method of liquidating, rehabilitating, reorganizing, or conserving the continuing care provider.
