Maryland Alcoholic Beverages Section 18-101

      (a)      The Talbot County Commissioners shall regulate the retail sale of alcoholic beverages within Talbot County.

      (b)      Any law enacted by the Talbot County Commissioners pursuant to § 3 (ee) of Article 25 shall prevail over any provision of the Code of Public General Laws of Maryland regulating the retail sale of alcoholic beverages. However, unless and until the Talbot County Commissioners enact a law which is contrary to a provision of the Code of Public General Laws regulating the retail sale of alcoholic beverages, the provisions of the Code of Public General Laws shall remain in effect.
