Maryland County Commissioners Section 37B

      Notwithstanding any other provision in this article, in Dorchester County, with respect to the repair or construction of a bridge, the County Commissioners shall either:

            (1)      Authorize the appropriate county agency to build or repair such bridge; or

            (2)      Award the necessary and appropriate contracts for all aspects of the building or repairing of such bridge in accordance with the provisions of § 37 of this article, regardless of the cost of the building or repair of the bridge.
