CHAPTER 29-A. LAW ENFORCEMENT MANAGEMENT

DISTRICT OF ORLEANS PARISH

§9099.21. Law Enforcement Management District of Orleans Parish

            A. Creation and boundaries. In addition to the authority granted by Article VII, Section 14(C) of the Constitution of Louisiana, and R.S. 33:1324, the Law Enforcement Management District of Orleans Parish is hereby created, hereinafter referred to as the "district". The boundaries of the district shall be coterminous with the boundaries of the parish of Orleans.

            B. Powers and duties. The governing authority of the district shall:

            (1) Facilitate development and implementation of cooperative endeavor agreements and memorandums of understanding between or among the various agencies having law enforcement jurisdiction in Orleans Parish to provide police protection.

            (2) Provide greater communication and coordination between the various neighborhood improvement districts and crime prevention and security districts and with the various agencies having law enforcement jurisdiction to provide police protection in Orleans Parish.

            (3) Perform any other function the board may deem appropriate for achieving cooperative police security services.

            C. Governance. (1) In order for the orderly development and effectuation of the services to be coordinated by the district and to provide for the representation in the affairs of the district of those law enforcement agencies concerned with and affected by the purposes of the district, the affairs of the district shall be managed by a board of commissioners, hereinafter referred to as the "board", consisting of the following voting members:

            (a) The mayor of the city of New Orleans, or his designee.

            (b) The chairman of the Criminal Justice Committee of the New Orleans City Council, or his designee.

            (c) The chairman of the House Committee on Judiciary, or his designee.

            (d) The chairman of the Senate Committee on Judiciary B, or his designee.

            (e) The sheriff of the parish of Orleans.

            (f) The constable of the First City Court for the city of New Orleans.

            (g) The constable of the Second City Court for the city of New Orleans.

            (2) The following shall serve as nonvoting members of the board:

            (a) The commanding officer of the following college and university police departments:

            (i) Delgado Community College.

            (ii) Dillard University.

            (iii) Loyola University New Orleans.

            (iv) Southern University at New Orleans.

            (v) University of New Orleans.

            (vi) Tulane University.

            (vii) Xavier University of Louisiana.

            (b) The captain of the Orleans Levee District Police Department.

            (c) The police chief for the Harbor Police Department of the Port of New Orleans.

            (3) The chairmanship of the board shall rotate annually between the members appointed pursuant to Subparagraphs (1)(c) and (1)(d) of this Subsection. The first meeting shall be called by the member appointed pursuant to Subparagraph (1)(d) of this Subsection not later than December 1, 2015.

            (4) The board shall meet biannually.

            (5) A majority of the voting members of the board shall constitute a quorum.

            (6) The members of the board shall serve without compensation, other than that regularly provided by their respective agency.

            (7) The board shall keep minutes of all meetings.
