§2045.  General powers

The authority shall have the following powers:

(1)  To adopt bylaws for the regulation of its affairs and the conduct of its business.

(2)  To adopt an official seal.

(3)  To develop and implement a plan to construct and operate a tollway, and arteries feeding that tollway, from Port Fourchon, Louisiana, to Gramercy, Louisiana, and from the Wallace-Gramercy Bridge to the city of Thibodaux, Louisiana, such tollway and arteries to be undertaken under the provisions of the "Louisiana Transportation Development Act".*
