§204.  Scheduled purchasing; specifications

Purchasing shall be scheduled to the extent practicable.  The secretary acting through the assistant secretary of the offices of the Department of Transportation and Development shall arrange the functioning, activities, and programs of the department to promote scheduled purchasing.  

The several needs of the department shall be supplied by purchases described by open and competitive specifications.  The use of trade names or brands and "or equal" specifications is permitted on individual items sought to be purchased which do not exceed one thousand dollars for the wholesale or jobbers prices, otherwise such use of trade names or brands and "or equal" specifications is prohibited.  Specifications for commodities, supplies, equipment, and miscellany to be used or associated in the application of engineering functions shall be prepared or approved by the chief engineers of the offices of the Department of Transportation and Development.  All specifications shall be patterned upon and agree as consistently as possible with standards established and recommended by such institutions, agencies and organizations as the National Bureau of Standards, the American Society for Testing Materials and the American Association of State Highway Officials.
