§1452.  Legislative intent; declaration of purpose and policy

It is the intent of the legislature to provide for the care and to protect the health, safety, and well-being of transitional youths in the custody or formerly in the custody of the state of Louisiana who are nearing the age of majority.  The legislature recognizes that such transitional youth are likely to remain in need of supervision and services, even after reaching the age of majority, to assist them in making the transition from child foster care or state custody to independent adulthood.  To that end, it is the purpose of this Chapter to establish a system of licensed facilities to care for such persons up to the age of twenty-two, to establish statewide minimum standards for the safety and well-being of the residents of such facilities, to ensure the maintenance of those standards, and to regulate conditions in these facilities through a program of licensing and inspection.
