§2198.2.  Health service commissions; research

A.  The authority shall establish three commissions in the south of the state and three commissions in the north of the state to meet the following health needs:

(1)  Two commissions to provide and improve mental health services.

(2)  Two commissions to provide and improve health services for adolescents and special population groups.

(3)  Two commissions to provide and improve health services for the aged.

B.  The established commissions, in cooperation with those institutions best qualified, and existing nursing and medical training programs, shall conduct research on the relationship of dietary habits and the pollution of the environment on the high incidence of sickle cell disease, sickle cell training, and cancer found among citizens living and working in rural parishes of the state.  The commissions shall represent the geographic and demographic composition of the state, including women and minorities.  The cooperative endeavor shall establish additional joint research projects to include but not be limited to the following:

(1)  Training of primary care physicians.

(2)  Reduction of teenage pregnancies.

(3)  Creative treatment modalities for drug addictions.

(4)  Development of adequate educational experiences and public policy to reduce sexually transmitted diseases.

(5)  Development of teaching materials and experiences to reduce use of tobacco products by youth in rural areas.
