§2093.  State Job Training Coordinating Standing Committee

A.  The commission shall create a standing committee which shall constitute the State Job Training Coordinating Standing Committee.  This standing committee shall set policy, with  commission approval, for allocating Workforce Investment Act funds for education, training, and placement programs and delivering Workforce Investment Act services statewide.  In addition, the State Job Training Coordinating Standing Committee shall:

(1)  Plan, coordinate, and monitor programs and services under the Workforce Investment Act.

(2)  Recommend to the commission a governor's coordination and special services plan.

(3)  Recommend to the commission plan resource allocations not subject to Section 1602(a) of the Workforce Investment Act.

(4)  Certify the consistency of such plan with criteria under the governor's coordination and special services plan for coordination of activities under the Workforce Investment Act with other federal, state, and local government-related programs, including programs operated in designated enterprise zones and economic development zones.

(5)  Review and comment on the state plan developed for the state employment service agency.

(6)  Comment at least once annually on the measures taken pursuant to Section 113(b)(14) of the Carl D. Perkins Vocational and Applied Technology Education Act.

(7)  Carry out the functions specified under Title III*-Employment and Training Assistance for Dislocated Workers.

(8)  Prepare a summary of the reports made pursuant to training women in nontraditional employment detailing promising service delivery approaches developed in each workforce investment area for the training and placement of women in nontraditional occupations, and disseminate annually such summary to local workforce development areas, service providers throughout the state, and the secretary of the United States Department of Labor.

(9)  Consult with the gender equity coordinator established under Section 111(b) of the Carl D. Perkins Vocational and Applied Technology Education Act, obtain from the gender equity coordinator a summary of activities and an analysis of results in training women in nontraditional employment under the Carl D. Perkins Vocational and Applied Education Act, and disseminate annually such summary to local workforce development areas, service providers throughout the state, and the secretary of the United States Department of Labor.

B.  Review service delivery agreements between regional service providers to assure they coordinate employment, training, and placement services, reduce duplication of effort and delivery, and maximize efficiency and effectiveness in the delivery of services to local residents.
