§2525.1.  The Louisiana Task Force on Violent Crime Against Women

A.  There is hereby established the Louisiana Task Force on Violent Crime Against Women to advise the Louisiana Women's Policy and Research Commission and the governor's Office on Women's Policy on matters pertaining to the occurrence of violent crime against women.  The task force shall be composed of fourteen members, who shall be appointed as follows:

(1)  One member appointed by the governor.

(2)  Two members appointed by the speaker of the House of Representatives.

(3)  Two members appointed by the president of the Senate.

(4)  One member appointed by the League of Women Voters of Louisiana.

(5)  One member appointed by the chairman of the Louisiana Commission on Law Enforcement.

(6)  One member appointed by the president of the Louisiana Sheriffs' Association.

(7)  One member appointed by the president of the Louisiana Association of Chiefs of Police.

(8)  One member appointed by the superintendent of the office of state police.

(9)  One member appointed by the Louisiana Coalition Against Domestic Violence.

(10)  One member appointed by the Louisiana Foundation Against Sexual Assault.

(11)  One member appointed by Victims and Citizens Against Crime, Inc.

(12)  One member appointed by the Louisiana attorney general.

B.  The original members shall be appointed for terms which shall end at the same time as the term of the governor and the members of the legislature who are in office when the appointments are made.  Thereafter, members shall serve for terms of four years which shall end at the same time as the terms of the governor and the members of the legislature.

C.  The members of the task force shall elect a chairman, a vice chairman, and such other officers as the members of the task force deem appropriate.

D.  Members shall not receive any compensation for serving on the task force but may be reimbursed for reasonable expenses incurred in the performance of their duties as members.

E.  A majority of the members of the task force shall constitute a quorum for the transaction of business.

F.  The task force shall meet quarterly and may meet at other times on the call of the chairman.

G.  The duties of the task force shall include the following:

(1)  Examining the statistics of violent crimes against women and the circumstances of specific violent crimes against women for the purpose of determining the correlations among the circumstances of violent crimes against women; the factors which might be useful in predicting the probability of the occurrence of violent crimes against women; the factors which might indicate the actions which women can take which have the highest probability of preventing the occurrence of violent crimes against women; and the factors which have been most useful in solving violent crimes against women.

(2)  Publishing an annual report of its findings to the Louisiana Women's Policy and Research Commission, together with recommendations for improved cooperation among all law enforcement agencies which are charged with investigating violent crimes against women, all agencies which are charged with prosecuting defendants who are alleged to have committed violent crimes against women, and all agencies which are charged with the responsibility of preventing the occurrence of violent crimes against women.  The reports may contain any recommendations of the task force for legislation to assist in preventing the occurrence of violent crimes against women, in investigating violent crimes against women, and in prosecuting defendants who are alleged to have committed violent crimes against women.

(3)  Recommending to the Louisiana Women's Policy and Research Commission an educational campaign to instruct women in the actions which women can take to prevent the occurrence of violent crimes against women, to assist in the investigation of violent crimes against women, and to assist in the prosecution of defendants who are alleged to have committed violent crimes against women.
