§1456.  Complaints

A.  It shall be the duty of the department, through its duly authorized representative, to investigate all complaints, including complaints alleging abuse against any transitional youth residence, except those concerning the prevention and spread of communicable diseases.  The department may take such action as is authorized by this Chapter or other applicable laws.  Any complaint received concerning the prevention or spread of communicable diseases shall be immediately referred to the state health officer through the nearest parish health unit for investigation and disposition.

B.  The department shall promulgate rules and regulations for receiving, recording, and disposing of complaints under this Chapter.  The department shall not adopt any rule or regulation that would prohibit the placement of transitional youth in a faith-based transitional youth residence program that complies with R.S. 46:1455 and this Section.
