§1406.  The Louisiana Advisory Committee on Licensing of Child Care Facilities and Child Placing Agencies; creation; membership; compensation

A.  The Louisiana Advisory Committee on Licensing of Child Care Facilities and Child Placing Agencies, hereinafter referred to as the "child care committee", is hereby created within the Department of Social Services.  The committee shall consist of twenty members as follows:

(1)  Seven providers of child care services appointed by the governor in such a manner as to insure a socioeconomic and ethnic balance representative of the general population of the facilities and agencies herein defined.  Such members shall consist of the following:

(a)  Two providers of child day care, operating a private-for-profit facility.  

(b)  Two providers of child day care, operating a non-profit, tax-exempt facility.  

(c)  A provider of foster care placement or adoption services.  

(d)  Two providers of residential care.  

(2)  Eight consumers of child care services appointed by the governor in such a manner as to insure a socioeconomic and ethnic balance representative of the general population of the state.  

(3)  Two professional persons appointed by the governor from the state at large who have demonstrated an interest in child care services.  

(4)  Two persons appointed by the governor representing the educational community, one of whom shall be a specialist in early childhood education and the other in child development.  

(5)  The director of the division of licensing and certification of the Department of Social Services or his designee, who shall be a nonvoting member and shall not be counted for quorum purposes.  

B.  Members of the committee representing offices and departments of state government shall serve a four-year term concurrent with that of the governor.  Other members shall serve three-year terms, except that in making the initial appointments, three members shall be appointed for a one-year term, three shall be appointed for two-year terms, and two shall be appointed for three-year terms.  No member may serve more than one consecutive term.  

C.  Each member shall serve without compensation but shall be reimbursed for travel expenses incurred in attendance at meetings of the committee and other expenses incurred on business of the committee at its direction.  

D.  A majority of the members of the committee entitled to vote shall constitute a quorum for the transaction of all business.  

E.  The members of the committee shall elect from their membership a chairman and a vice chairman from their membership.  

F.  The committee shall be appointed and the initial meeting shall be held no later than January 1, 1986.
