§2317.  Certificates without examination; oaths

A.  At any time within one year after July 30, 1974, upon due application therefor and the payment of the registration fee, the board shall issue a certificate of registration to any applicant applying as an automobile radio, playback, or recording device repairman without requiring any examination, provided the applicant shall evidence under oath that he is of good character and has been a resident of the state of Louisiana for at least one year immediately preceding the date of his application, and has been engaged for one year in the business of maintaining and repairing playback or recording devices on July 30, 1974.

B.  No other person shall be issued a certificate of registration without first meeting all the requirements of this Chapter.  Nothing herein contained shall be construed as requiring exclusive commercial or industrial electronic establishments to use the services of persons covered by this Chapter in the repair or maintenance of radio and television receivers, playback or recording devices, video cassette recorders, and satellite signal receiving equipment not used for public viewing or entertainment.

C.  Notwithstanding any other provision of law to the contrary, any person who was eligible to obtain a certificate of registration as provided in Subsection A of this Section but who did not have an opportunity to avail themselves of this provision may obtain a certificate of registration without passing an examination.  The applicant shall present to the board such evidence as shall be satisfactory to the board to substantiate the applicants claim that he did not have an opportunity to avail himself of the provisions of Subsection A of this Section.  Such application shall be made prior to January 1, 1982.
