§85.  Naming of football stadium by certain school boards

Notwithstanding R.S. 14:316 or any other law to the contrary, a parish school board in a parish having a population between forty-three thousand and forty-three thousand six hundred persons according to the most recent federal decennial census may name a football stadium at a high school in the parish in honor of a former principal and coach who meets all of the following criteria:

(1)  He coached football at a high school in the parish that is no longer in existence and the football team he coached at that high school won two state championships.

(2)  He was a principal of the high school where the stadium is located and also served as an assistant coach at that high school.

(3)  He retired from the school system prior to 1990.
