§1953. Comprehensive system of personnel development
The Department of Education, with the approval of its governing authority, shall have in effect, consistent with the purposes of this Chapter, a comprehensive system of personnel development that is designed to ensure an adequate supply of qualified special education, regular education, and related services personnel that meets the requirements for a state improvement plan relating to personnel development.
