CHAPTER 3.  PILOT PROGRAM FOR A SYSTEM OF CARE FOR THE

DELIVERY OF CHILDREN'S MENTAL HEALTH SERVICES

§311.  Creation of the Louisiana Youth Enhanced Services consortium; members

A.  The Louisiana Youth Enhanced Services consortium is hereby established to include the parishes of Orleans, Jefferson, Plaquemines, St. Bernard, and St. Tammany.

B.  The membership of the consortium shall include but not be limited to the following persons:

(1)  The designee of the assistant secretary for the office of community services of the Department of Social Services.

(2)  The designee of the assistant secretary for the office of mental health of the Department of Health and Hospitals.

(3)  The designee of the assistant secretary for the office for citizens with developmental disabilities of the Department of Health and Hospitals.

(4)  The designee of the assistant secretary for the office for addictive disorders of the Department of Health and Hospitals.

(5)  A representative of a juvenile probation department within the jurisdiction.

(6)  A representative of a chamber of commerce or the business community within the jurisdiction.

(7)  A private provider of mental health care within the jurisdiction.

(8)  A provider of foster care within the jurisdiction.

(9)  Family members of children with serious emotional disturbance, residing within the jurisdiction.

(10)  A representative from each human service district within the jurisdiction.

(11)  A representative of a school board within the jurisdiction.

(12)  The director of the Mental Health Advocacy Service, or his designee.

C.  A majority of the membership of the consortium must at all times consist of family members of children with serious emotional disturbance.
