304.38-020 Purpose.

304.38-020 Purpose. (1) (2) (3) The purpose of this subtitle is to encourage and guarantee the development of health maintenance organizations by licensing and regulating their operation to insure that they provide high quality health care services through state licensed organizations meeting reasonable standards as to administration, services, and financial soundness. It is the intent of this subtitle to complement the provisions of the certificate of need and licensure provisions of KRS Chapter 216B. It is the intent of this subtitle to complement the Federal Health Maintenance Organization Act of 1973, as amended (P.L. 93-222), and nothing in this subtitle is intended to be in conflict with the federal statutes and regulations promulgated thereunder.
