186A.055 System to withhold title until vehicle identification number compared. The Department of Vehicle Regulation, in cooperation with the Department of Kentucky State Police, shall ensure that the automated vehicle registration and titling system provided for by this chapter will be designed, equipped, and operated so that, under normal conditions, the system will withhold production of a certificate of title until the vehicle identification number of a vehicle for which a title is sought, and when present, its license number has been automatically compared against the Law Information Network Kentucky (LINK) and, unless it refuses to permit such an arrangement, the National Crime Information Center (NCIC) computerized listing of vehicles reported stolen, and a "no stolen report" or its equivalent is received.
