31.220 When chapter applies to United States courts. This chapter applies only to representation in the courts of this state, except that it does not prohibit a defending attorney from representing a needy person in a federal court of the United States, if: (1) The matter involves a challenge to the validity, timing, or method of implementation of a judgment of a Kentucky state court in a criminal case; (2) The matter relates to the fact, duration, or conditions of confinement for a juvenile offender represented under KRS 31.100(5); or (3) Representation is under a plan of the United States District Court as required by the Criminal Justice Act of 1964.
