As used in KRS 336.1662 to 336.1664 unless the context clearly requires otherwise: (1) "Arbitrator" means a neutral individual to whom the parties involved in a labor dispute submit their differences for a final and binding decision in accordance with the provisions of KRS 336.1662 to 336.1664; and (2) "Roster" means the list of labor arbitrators prepared and maintained by the secretary consisting of persons who meet the criteria set forth in administrative regulations promulgated by the secretary in accordance with the provisions of KRS Chapter 13A.
