96.160 Power of city to furnish water and light.

The legislative body of any city may, by ordinance: (1) Provide the city with water; establish and regulate public cisterns, hydrants and reservoirs, within or beyond the limits of the city, for the extinguishment of fires and the convenience of the inhabitants; prevent the unnecessary waste of water; and compel any water company to change or relocate any water main or pipe. (2) Provide, by itself or through others, for lighting the streets, public places and buildings of the city and furnishing light to its inhabitants; and regulate the quality and quantity of the light and the method, time and appliances for furnishing light.
