(1) (2) It shall be unlawful for any national or international labor organization having one hundred (100) or more members in good standing who reside or work in Kentucky not to have at all times one or more duly chartered and established local or subsidiary organizations in this state. Any national or international labor organization which violates subsection (1) of this section shall, for each offense, be fined not less than one thousand dollars ($1,000) nor more than ten thousand dollars ($10,000).
