The secretary may inquire into the causes of strikes, lockouts, and other disputes between employers and employees, and endeavor to effect an amicable settlement. He or she may create boards to which disputes between employers and employees may be submitted on request of both the employer and the employees for mediation. Where a joint wage agreement, existing between an employer and any labor organization, provides for the settlement of disputes, any disputes that arise shall be settled by the terms of the contract, and when so settled shall be binding and final upon the secretary.
