(1) (2) No license shall be suspended or revoked by the department unless a hearing has been conducted or an opportunity afforded therefor in accordance with KRS Chapter 13B. A licensee aggrieved by a final order of the department suspending or revoking a license may appeal therefrom to the Circuit Court of the county in which the principal office of the office is located in accordance with KRS Chapter 13B.
