It is the purpose of KRS 251.410, 251.430, 251.440, 251.451, 251.490, and 251.600 to 251.740 to promote the state's welfare by improving the economic stability of agriculture through the establishment of the Kentucky grain indemnity insurance fund in order to protect grain producers in the event of the financial failure of a grain dealer or grain warehouseman and to ensure the existence of an adequate fund so that grain producers and claimants may be compensated for losses occasioned by the failure of a grain dealer or grain warehouseman.
