(1) (2) (3) The Secretary of State, with the approval of the Governor, may appoint an assistant secretary of state, and, with the approval of the Governor, may dismiss him at any time. The assistant, in the absence or disability of the Secretary of State, may do the business of his office in his name. Before acting under his appointment, the assistant shall take the constitutional oath. The Secretary of State shall be responsible for the acts of the assistant.
