(1) (2) Without limiting its general authority, the department shall regulate: (a) The drilling and plugging of all wells; (b) The spacing or locating of wells; and (c) The use of vacuum. The department shall make recommendations to the U.S. Environmental Protection Agency and the Energy and Environment Cabinet as to disposal of salt water and oil field wastes.
