(1) (2) Every holder of a regular route certificate of public convenience and necessity issued by the Department of Vehicle Regulation authorizing the transportation of persons for hire, which certificate authorizes service at a point that is also a point at which service is authorized under the terms of any other certificate of the same type held by the same person, is authorized to transport persons for hire, from any point on either of said certificated routes via such common point of service to any point on any other such connecting certificated route or routes, unless such service be restricted by the terms of any of said certificates. It is the purpose of this section to further clarify the provisions of this chapter relating to the application of the administrative and judicial interpretations of the Federal Motor Carrier Act to the administration of this chapter.
