(1) (2) (3) In the event all units of city and county governments in any county are merged into an urban-county form of government pursuant to the provisions of KRS Chapter 67A, the department will continue to recognize the corporate limits of each unit of city government as fixed and established immediately prior to the effective date of the merger, and the population of each unit of city government as determined by the last federal census prior to the merger for the purposes of KRS Chapter 281. If the urban-county is divided into service districts with one such district embracing the total area of the corporate boundaries of any city, as fixed and established upon the effective date of the merger, and the boundaries of said service district are thereafter expanded by the governing body of the urban-county, then the department will recognize the boundaries of said service district as the corporate limits of the city for the purposes of KRS Chapter 281. Any certificate which may be issued authorizing service within, to or from a city and its suburban and/or commercial area, may be issued to authorize service to, from or within the former corporate limits of any city after merger.
