Training, examination and certification of certain persons responsible for blasting or use of explosives; rules and regulations requiring.
In accordance with the provisions of this act, the secretary shall promulgate rules and regulations requiring the training, examination and certification of persons engaging in or directly responsible for blasting or use of explosives in surface coal mining operations.
