75-5319. Custody of records, memoranda and writings of departmental transactions. Except as otherwise provided in this order, the secretary of social and rehabilitation services shall have the legal custody of all records, memoranda, writings, entries, prints, representations or combinations thereof, of any act, transaction, occurrence or event of the department of social and rehabilitation services.
