[The title to the act follows: "Relating to the granting of permission to property owners along the water-pipe line leading from the city of Topeka to the Topeka industrial institute [*] to connect with and take water from said line, prescribing the conditions therefor, and authorizing the governor to make a contract in relation thereto."]
