75-7415. Same; authority successor to property and rights; conflict resolution. (a) On July 1, 2006, the Kansas health policy authority shall succeed to all property, property rights, and records that were used for or pertain to the performance of powers, duties and functions transferred to the Kansas health policy authority pursuant to K.S.A. 2010 Supp. 75-7413, and amendments thereto. Any conflict as to the proper disposition of property, personnel or records arising under this act shall be determined by the governor, whose decision shall be final.
(b) The provisions of this section shall not apply to the balances of any funds or accounts thereof appropriated or reappropriated for the department of administration relating to the powers, duties and functions transferred by K.S.A. 2010 Supp. 75-7413, and amendments thereto. All such balances of any funds or accounts thereof shall be transferred by and be subject to the provisions of appropriation acts.
