75-5321.   Secretary to adopt all general policies and rules and regulations; social service outreach services. The secretary of social and rehabilitation services shall adopt all general policies and rules and regulations relating to all forms of social and rehabilitation services which are administered or supervised by or under the department of social and rehabilitation services. The secretary of social and rehabilitation services may provide social service outreach services to the people of the state including educational and other activities designed to increase the individual's awareness and appropriate use of programs and services provided by the department of social and rehabilitation services.
